PACKING & DELIVERY DRIVER

As per the Ministry of Manpower, the minimum qualifying salary for an S Pass in non-financial sectors, applicable to skilled drivers, is S$3,600 per month effective 1 January 2026. This salary increases with applicant age: S$4,500 for those aged 45 and above. Drivers must also meet points criteria under COMPASS.

Foreigners from approved source countries can be hired as drivers on a Work Permit, subject to a 10% foreign worker quota and monthly levies of S$450 for workers aged 45+, S$650 for 31-44, or S$950 for under 31 as of 2026. They must have at least 3 years of relevant driving experience and pass Singapore's driving test upon arrival. Employers must provide medical insurance of at least S$15,000 coverage.

Applicants must be at least 21 years old, hold a valid Class 4 driving licence, and complete mandatory training courses totalling 10 hours for light goods and 29 hours for heavy goods vehicles. A Heavy Goods Vehicle Driver Vocational Licence (VGDL) is required, with application fee S$47 and issuance fee S$65.70. The licence is valid for 3 years.

Employers must submit the foreign driver's passport details, a 35x45mm WP-sized photo taken within 3 months, proof of 3 years driving experience, and employment contract via the WP Online system. Additional documents include medical examination report if from certain countries and security bond if applicable. Processing takes 3 working days if complete.
