Operation Executive (Cleaning Services)

Under the Progressive Wage Model (PWM), entry-level rank-and-file cleaners must earn at least S$2,000 per month as of 1 May 2025. This applies to all employers in the cleaning sector, with overtime payable at 1.5 times hourly rate for hours over 44 per week. Supervisors earn a minimum of S$2,900 monthly.

Foreign workers need a Work Permit (WP) for cleaning roles, with employers paying a levy of S$450 per month for workers in employer-provided dorms as of 2024. Source countries include Bangladesh, China (non-Mandarin), India, Malaysia, Myanmar, and Philippines. Quotas limit foreign workers to 87.1% of workforce in cleaning firms.

No minimum education or formal qualifications are required for cleaning roles under the Employment Act. Singapore citizens and PRs must be at least 16 years old to work. Foreign WP holders need to pass medical exams and be from approved source countries without age restrictions beyond fitness.

Employers apply via MOM's WP Online portal with applicant's passport, recent photo, medical insurance, and employment contract specifying S$2,000 minimum salary. Processing takes 3 working days online after quota approval. Applicants must undergo medical exam within 3 days of arrival.
