Job Description
Job Summary

Under the general direction of the Management Consular Officer (MCO) / Mission Security Officer (MSO), with responsibility for providing security for Government of Canada staff, dependents of Canada-based staff and Embassy operations throughout Kuwait; maintains networks with other security organizations in Kuwait, conducts research, drafts reports and advises the MSO on issues affecting the security of personnel and installations in Kuwait; delivers security program operations in support of MSO, including conducting training and daily supervision of local guard force at Chancery; enhances mission emergency preparedness; provides facilitation and interpretation services between the local language and one or both official languages of Canada; and, performs other duties as required.
Essential qualifications

Education
Successful completion of a university Bachelor s Level University degree in any discipline OR a combination of relevant education, training and experience within security.

Language
• Fluency in English (written and spoken)
• Fluency in Arabic (written and spoken)

Experience
• Minimum (3) years of recent* experience in the field of Security and/or Emergency and/or Crisis Management
• Experience in developing and implementing operating procedures, processes, best practices and guidelines
• Experience in the collection and analysis of information
• Experience in conducting briefings and/or training.
• Experience conducting tasks such as organizing meetings, arranging logistics, reports, and letters
• Recent is defined as within the past 5 years
• Rated Requirements
• The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge of
• Security and emergency management environment throughout Kuwait, including related governmental organisations
• Standard security mitigation features and practices for ensuring security of persons, information, and physical property
• Emergency management concepts, theories, and practices
• Experience in general office, administrative and financial management procedures
• Experience in building and maintaining a network of professional security contacts and liaising with them
• Financial administration, including budgeting, invoices and processing (basic knowledge only required)
• General office procedures, including text preparation and formatting, handling correspondence, letters, emails, tracking systems and filing
• Kuwait customs, values, ethics qualities

Computer Skills
• Microsoft Office: Excel, Word, Outlook and PowerPoint
• Google Maps

Ability to
• Conduct training for employees (all levels in the organization)
• Conduct research, online or otherwise
• Conduct vulnerability assessments

• Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Working experience with an international organization, governmental organization, diplomatic mission or embassy in the area of emergency management and/or security
• Experience in writing detailed security reports
• Experience overseeing a locally hired guard force
• Experience obtaining quotes from security and emergency management and service providers
• Specialized education in corporate security, emergency management, or risk analysis
• Knowledge of mapping applications
• Ability to speak or write in the French Language

Operational Requirements
• Reliability and Security: A valid Reliability Status security check is required prior to being appointed to this position. Ability to obtain and maintain Reliability Status is a condition of employment.
• Legally permitted to live and work in Kuwait
• The successful candidate must maintain fluency in spoken and written English and Arabic at all times during their employment. The successful candidate must undertake to complete language assessments in any of the languages as required by the employer.

Condition(s) of Employment
• The successful candidate must complete and maintain an Enhanced Reliability Security Clearance.
• The successful candidate must be legally entitled to work in Kuwait.
